National Commission For Indian System of Medicine (NCISM) was established in 2020 and has been regulating and implementing various regulations including the curriculum and syllabi of the Indian medical system such as Ayurveda, Unani, Siddha, And Sowa-Ripga on the undergraduate and postgraduate level, after the dissolution of the Central Council of Indian Medicine (CCIM) which was responsible for implementation and regulation and from 2021 NCISM started acting as a statutory body under act NCISM Act, 2020 vide gazette notification extraordinary part (ii) section 3(ii) on 20.09.2020.
All of the provisions of the National Commission for Indian System of Medicine (NCISM) became effective on June 11, 2021. The Central Government established the Commission and four autonomous boards on the same day under the provisions of Section 59 (2) of the NCISM Act 2020. Medical standards, requirements, and other provisions of the IMCC Act 1970 and the rules and regulations made thereunder shall continue to be in force and operate till new standards or requirements as specified under the new act or rules and regulations made thereunder come into force. Medical standards, requirements, and other legislation of the IMCC Act 1970 and the rules and regulations promulgated pursuant to section shall remain in force and operate until new standards or requirements specified in a new act or the rules and regulations espoused there-under enter into force.
With a Vision to Enhance access to high-quality, low-cost Ayurvedic, Unani, Siddha, and Sowa-Rigpa (AUS&SR) medical education and to Encourage equitable and universal healthcare that encourages a community health perspective and makes AUS&SR medical practitioners’ services available to all citizens. NCISM has taken upon the mission to maintain high ethical standards throughout all aspects of AUS&SR medical service and Incentivise medical professionals to incorporate the most recent medical research into their practices and to actively participate in research.

NCISM-Organizational Structure
- From among the six members chosen by the University Grants Commission, at least one professor in each of the subjects—medicinal chemistry, dispensary, and pharmacology—must be appointed.
- The Government of India will nominate six members, at least four of whom will hold a degree or diploma in pharmacy and practice in pharmacy or medicinal chemistry.
- In addition, each state will have one representative member elected by the members of the respective State Council who must be a registered pharmacist.
- The members of the Medical Council of India elect one member from among themselves.
- The ex-officio member is the Director General of Health Services, if he or she is unable to attend any meeting, such person as he or she authorizes in writing to be a member.
- Exofficio members include India’s Drug Controller.
- Ex-officio membership is held by the Director of the Central Drugs Laboratory.
- One representative from the University Grants Commission and one from the All India Council for Technical Education.
- In addition, each state will have one representative member elected by the state government.

- Ayurveda (BAMS)
Ayurveda means “life science” (Ayur means “life” and Veda means “science” in Sanskrit). In Vedic tradition, Ayurveda is a upaveda or “auxiliary knowledge” discipline. Ayurveda derives primarily from Atharva-Veda and serves as a supplement to Rig-Veda. Dhanvantari is worshipped as the Ayurvedic God. This system aims to prevent illness, heal the sick, and save lives. Ayurveda originated in India and has since spread to other parts of the world. Ayurveda was taught in ancient times through the Gurukula system, which has now evolved into undergrad and postgrad courses offered by institutions.

- Unani (BUMS)
Unani-Tibb or Unani Medicine (Arabic, Hindustani, Pashto, and Persian) is a form of traditional medicine exercised in South Asia and the Middle East. It pertains to a Graeco-Arabic medical heritage that adapted into an elaborate medical system in the Medieval Era by Arabian and Persian physicians such as Rhazes (al-Razi), Avicenna (Ibn Sena), Al-Zahrawi, and Ibn Nafis, based on the teachings of Greek physician Hippocrates and Roman physician Galen. With the establishment of the Delhi Sultanate (1206-1527) and Islamic rule over North India, Unani medicine first arrived in India around the 12th or 13th century, and it later flourished under the Mughal Empire. Hakim Ajmal Khan (1868-1927), an outstanding physician and scholar of Unani Medicine, advocated for the Unani system in India.

- Siddha (BSMS)
Siddhargal” or Siddhars were the premier scientists of ancient days. Siddhars, mainly from Southern India, in the state of Tamil Nadu, laid the foundation for the Siddha system of medicine. Siddhars were spiritual adepts who possessed the ashta siddhis. Agastyar or Agasthya is believed to be the founding father of Siddha Medicine. Eighteen Siddhars are considered to be important in Siddha Medicine. Siddha medicine is claimed to revitalize and rejuvenate dysfunctional organs that cause disease and to maintain the ratio of Dosha. Kayakarpam (a special combination of medicine and lifestyle) and Muppu (the universal Salt) are specialties of the Siddha system of medicine.

- Sowa-Ripga (BSRMS)
Sowa Rigpa is an eon conventional medical system that uses an intricate method for diagnosis, including methods such as pulse analysis and urinalysis, as well as behavior and dietary changes, medicines made from natural materials (e.g., herbs and minerals), and physical therapies to treat illness.
The Four Tantras (Gyushi, rGyu-bzhi) are Tibetan texts that incorporate Indian, Chinese, and Greco-Arab medical systems. The Four Tantras is the generic term for the text of the Secret Tantra Instruction on the 8 Branches, the Immortality Elixir essence. The four Tantras are as follows:

NCISM Guidelines for Central/State/UT Counselling and Admissions
Eligibility Criteria to Participate in the Counseling. – Colleges/Institutes who have got due permission from the Medical Assessment and Rating Board, National Commission for Indian System of Medicine (NCISM)/ Medical Assessment and Rating Board, National Commission for Homoeopathy (NCH)/ Government of India, New Delhi, for admission in UG /PG courses for the academic session 2022-2023 shall only be included in the counseling process.
Seat Matrix (AIQ & State/UT Quota).-
The seat matrix for admission in the Government, Government-aided institutions, and Private Institutions shall be fifteen percent (15%) for the All-India Quota and eighty-five percent (85%) for State/Union Territory Quota as specified in the respective MSE regulations 2022 of Ayurveda, Siddha & Unani/ NCH Act, 2020 and relevant regulations of Homoeopathy in force at the time of admission. Provided that-
- The AIQ for the purpose of admission in all the deemed universities, both Government and Private, shall be hundred percent;
- The University and institute, which are already having more than fifteen per cent. All-India Quota seats shall continue to maintain that quota;
- Five percent of the annual sanctioned intake capacity in Government and Government-aided institutions shall be filled up by candidates with a specified disability in accordance with the provisions of the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and based on the merit list of NEET(UG)-2022.
( In case of 85% of State/UT quota, the seat matrix for Government Quota, Management Quota, NRI quota, etc., shall be as per respective State and UT policy; however, all admissions in all quotas shall be through counseling conducted by State/UT counseling authority.)
Reservation. –
- Category-wise reservation of seats shall be as per Central or State or UT Reservation Policy, as the case may be.
- Reservation for allotment of 15% AIQ-UG & PG seats in Private ASU&H Institutes:- all AIQ-UG & PG seats of Private ASU & H Institutes are open in nature. However, as mentioned in relevant regulations, the relaxation in qualifying criteria may be provided category-wise.
Counseling and Admissions.-
All sanctioned/permitted seats by the Medical Assessment and Rating Board for Indian System of Medicine (MARBISM) / NCISM/ Medical Assessment and Rating Board for Homoeopathy (MARBH) / NCH /Government of India, irrespective of categories/reservations, are to be filled only through online counseling, i.e., Central / State /UT counseling as the case may be.
Ayush Admissions Central Counseling Committee (AACCC), Ministry of Ayush will conduct “AIQ-UG&PG Online Counseling” for admission in Govt. / Govt. Aided Colleges/Institutes, Central/Deemed Universities, and National Institutes of AYUSH streams.
Further, the State/UT Counseling authorities shall conduct counseling for admission in 15% of AIQ-UG&PG seats under Private ASU&H colleges/institutes/ Private State Universities (other than Deemed Universities).
For admission to AYUSH-UG Courses:
- Candidates must have obtained a minimum of 50% marks taken together in Physics, Chemistry, and Biology at the aforesaid qualifying examination in the case of general category and 40% Marks in the case of the Scheduled Castes, Scheduled Tribes, and Other Backward Classes.
- In respect of persons with disability as specified under the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the minimum qualifying marks in the said qualifying examination are as follows: a) In Physics, Chemistry and Biology shall be 45% in the case of general category. (For PwD candidates only) b) 40% in the case of the Scheduled Castes, Scheduled Tribes, and Other Backward Classes. (for PwD candidates only).
- No candidate shall be admitted to BAMS, BSMS, BUMS & BHMS Degree Courses unless he/she has attained the age of seventeen years on or before the 31st December of the year of his/her admission in the 3 first year of the course. Further, there is no upper age limit for admission to AH-UG courses.
- In order to be eligible for admission to an undergraduate course for an academic year, it shall be necessary for a candidate to obtain a minimum of marks at the 50th percentile in the ‘National Eligibility Entrance Test for undergraduate course’ held for the said academic year: Provided that in respect of- (A) candidates belonging to the Scheduled Castes, Scheduled Tribes, and Other Backward Classes, the minimum marks shall be at the 40th percentile; (B) candidates with benchmark disabilities specified under the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the minimum marks shall be at 45th percentile in the case of the General category and 40th percentile in the case of the Scheduled Castes, Scheduled Tribes, and Other Backward Classes.
For admission to AYUSH-PG Courses:
- Candidates must possess of BAMS/ BUMS/ BSMS/ BHMS / Graded BHMS degree(after Diploma Course in Homoeopathy of not less than four year’s duration) or Provisional BAMS/ BUMS/ BSMS/ BHMS Pass Certificate recognized as per the provisions of the IMCC 1970/HCC 1973/ NCISM 2020 Act /NCH 2020 Act and possess permanent or provisional registration certificate of BAMS/ BUMS/ BSMS/ BHMS/Graded BHMS degree qualification issued by the CCIM/ NCISM/ CCH/ /NCH/ State Board /Universities/ Deemed Universities and must have completed a satisfactorily one-year compulsory rotating internship by 31st December 2022 as per the NCISM/NCH notification. (for the academic year 2022-23 only)
- In order to be eligible for admission to postgraduate courses for an academic year, it shall be necessary for a candidate to obtain minimum of marks at 50th percentile in the All India AYUSH Post Graduate Entrance Test, 2022 (AIAPGET-2022): Provided that in respect of-
- candidates belonging to the Scheduled Castes, Scheduled Tribes and Other Backward Classes, the minimum marks shall be at 40th percentile;
- candidates with benchmark disabilities specified under the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the minimum marks shall be at 45th percentile for the General Category and 40th percentile for the Scheduled Castes, Scheduled Tribes, and Other Backward Classes.
- No upper age limit is specified for admission to AYUSH-PG Courses.
- No Authority or Institution shall admit any candidate to the Undergraduate/Postgraduate courses in contravention of the criteria or procedure in respect of admissions, and any admissions made in contravention shall be canceled by the NCISM/NCH.
- Any admissions made beyond/ over and above the intake capacity sanctioned/ permitted by MARBISM /NCISM /MARBH /NCH /GOI for the said academic session shall not be approved.
- There shall not be any offline admission or admission without counseling (Central/State/UT), and any admissions in contravention of this shall not be approved.
- Admission made in violation of the Central Government / NCISM / NCH directives will be treated as invalid, and action will be initiated under NCISM Act, 2020 / NCH Act, 2020.
- Institutes will be held responsible in case students face hardship due to admission irregularities (offline admissions, admission without counseling, and admission beyond sanctioned intake capacity). In such case, students shall be discharged from the course and institution, and the institute will be penalized as per the provision laid down under the sub-section (1)(a)(f) of section 28; sub-section (3) of section 10 of NCISM Act 2020/NCH Act 2020, and the persons responsible will be prosecuted as per the section of IPC concerned.
- Admissions shall not be approved, by any means, after the cut-off date and time for admission as specified by NCISM/NCH.
- No authority has the power to extend or modify the cut-off date of admission specified by NCISM/NCH, and such admissions shall not be approved.
- No authority has the power to modify the intake capacity for admission into UG/PG courses in AYUSH colleges sanctioned by MARBISM/MARBH /NCISM/NCH/GOI.
- State/UT Counseling Authorities may direct AYUSH colleges/institutes to ensure the eligibility of the candidate as laid down in respective NCISM (MSE-UG) Regulations 2022/relevant PG-ASU regulations for Ayurveda, Siddha & Unani for admissions in ASU-UG/PG courses and Homoeopathy (Degree course) BHMS Regulation 1983 (as amended up to 2019)/Homoeopathy (Post Graduate Degree Course) M.D (Hom.) Amendment Regulation, 2018, for admissions in Homoeopathy-UG/PG courses by proper scrutiny of the relevant certificates and documents at the time of admission.
- AACCC, M/o Ayush will circulate the list of ineligible candidates for State/UT counseling during the 2nd,3rd/Mop-up, Stray Vacancy Round of AACCC-UG/PG counseling to prevent them from participating in the State/UT counseling. State/UT Counseling Authorities are requested to ensure that such candidates have not been allotted any seat through any round of State/UT counseling for admission in AYUSH-UG/PG courses.
- State/UT Counseling Authorities may direct AYUSH colleges/institutes to ensure that the candidates, allotted seats through Central/State/UT counseling, submit the original Compulsory Rotating Internship completion certificate at the time of reporting to the allotted institutes. The cut-off date for completion of the internship towards determination of eligibility for appearing in AIAPGET-2022 shall be 31st December 2022 for A.Y.2022-23 only.
- State/UT Counseling Authorities may direct AYUSH colleges/institutes to ensure the authenticity and correctness of the details of admitted students before 5 completing the admission procedures. No modifications/ corrections after the cutoff date and time of admission as specified by NCISM/NCH shall be entertained.
Central/State/UT Counseling authorities have to submit a list of allotted students (i.e. college-wise consolidated list of allotted students through all rounds of counseling) to NCISM/NCH within 15 working days from the cut-off date of admission in the format prescribed by NCISM/NCH.
