Seat Allotment

  • When candidates have finalized their selections, KEA will prepare seat allotment lists for that round of counseling
  • Allotment lists will be created based on candidates’ NEET scores. If a person does not want to take a seat allotted in the first round, they can participate in the second round.
  • The candidate will also have the option of accepting or declining the assigned seat.
  • If a candidate accepts the offered seat, they must report to the institute on the specified dates.

Admission Seat Procedure

Candidates who have been assigned a seat must enroll in colleges by submitting relevant undertakings by the deadline specified in the seat allotment letter/admission order provided by KEA, or their seat will be automatically canceled. Admission, however, will be provisional and subject to approval by the Government/Apex bodies/relevant Universities.

Candidates are advised to enter all of the options they want to select, whether the seats are shown in the seat matrix or not because consequential vacancies may arise during the allotment process and the candidates will have a better chance of getting a better seat if the options are entered.

NOTE: Consequential vacancies that occur after their turn cannot be claimed, and consequential vacancies in other disciplines that occur as a result of allotment will not be offered.

If the candidate does not receive a seat in this round, the seat allotted to him or her in the previous round, if any, is confirmed.

All candidates who have been allotted any seat in this round must join the colleges after making payment and collecting admission orders from KEA and reporting to the KEA portal for confirmation, or their seats will be canceled.

The fee paid by candidates in the previous round, if any, will be adjusted if a seat is allotted in this round.

If any candidate receives a better option seat in this round, the previously allotted seat will be immediately added to the seat matrix pool of the same category and made available for the next rank number candidate.

Forfeiture of seats selected:

Every candidate, including in-service candidates, must pay the government a sum of Rs.50,000/- (Rupees Fifty Thousand only) if he or she fails to join the course on the specified date specified in the admission order after paying the fees during counseling.

Forfeiture clause for non-in-service candidates

Cancellation after first round till before the last date of Option Entry for second round  Rs.10,000/- to be paid as penalty
Cancellation after second round upto one day before the commencement of Mop-up round  Rs.10,000/- to be paid as penalty
Cancellation after Mop-Up round  Entire course fees along with Rs.50,000/- penalty

Provided, however, that if an in-service candidate accepts admission orders during counseling and fails to enroll in the course, the candidate will be ineligible to take management quota or any other seat for a period of three years and will face disciplinary action.

Except for in-service candidates, all selected candidates must furnish a bond on stamped paper of Rs.100/- binding himself to pay a sum of Rs. 50,000/- (Rupees Fifty Thousand only) along with the stipendiary amount received if he/she leaves the course before its successful completion.

PROCESS OF SEATS AND ADMISSION ALLOTMENT and POST SEAT ALLOTMENT PROCEDURE – CHOICES BEFORE A CANDIDATE

For seat allocation, the Government’s seat matrix for each discipline will be used. The KEA website will host the government’s seat matrix by college, course, and category for the candidates’ and parents’ convenience. Seats will be allocated in two rounds, with a mop-up round following the second round based on seat availability and time.

1. First round.

2. Second Round

Order of online seat allotment:

• Persons with Disability

• In-service – Quota Candidates (Merit list prepared in consultation with respective departments)

• Non-In-service – Quota Candidates (Purely on merit)

Seat allocation for non-in-service candidates will be based on the AIIA, Delhi merit list. Following the allocation of seats to all candidates, the list of allotted seats, as well as all candidate details, will be hosted on the KEA Website http://kea.kar.nic.in. Candidates will be able to view the allotted details by entering the required credentials. Candidates will also be able to track the movement of seats through the various iteration stages to ensure that the best option is assigned to them. After allotment, the candidate can view a virtual tracking of the computer’s allotment process.

Online Allotment Process

The final list of First Round seat allotments will be hosted on the website, and individual allotments will be sent via SMS, and candidates are encouraged to download the allotment order and take note of the seat allotment to them in the First Round. The candidate has four options. The options are as follows: –

Choice 1

If a candidate is content with the seat they have been given and is willing to report to the college they have been assigned, they will not be given consideration for additional seat allocation in any subsequent round for any discipline. These candidates must submit to biometric verification, pay the required fees, provide original documentation, obtain an admission order, and report to the college by the deadline indicated in the admission order. Log in to their Option Entry Login-Id and notify KEA that you have joined. If a candidate does not notify KEA that you have joined, even if you have physically joined, your seat will be canceled.

Furthermore, any candidate who has paid the fees and obtained the Admission Order but fails to report to the College on or before the last date and time specified by KEA in the Admission Order will be treated as Canceled and he/she will have no further claim on such allotment and will not be considered for allotment of seats in the subsequent round. Such seats will be returned to the pool, and any fees paid by them will be forfeited.

Implication: Ineligible to compete in subsequent rounds.

Choice 2

If a candidate is satisfied with the allotted seat but wishes to participate in the next round, he or she must pay the prescribed fees and submit the original documents (the schedule will be hosted on the KEA Website) after undergoing Biometric verification, and then wait for allotment in the second round. They should also not collect admission orders. If there is a provision for candidates’ option entry to be upgraded, a seat will be allotted in the second round, and the previously assigned seat will be automatically canceled. If no seat is allotted in the second round, the candidate will retain the earlier allotted seat.

Implication: Eligible to participate in the next round while holding the assigned seat. If a seat is allotted in the second round, the candidate loses his previous seat. There is no alternative seating.

Choice 3

The candidate is dissatisfied with the current allocation and wishes to compete in the next round, which includes seats that may become available in the pool for any reason. The previously assigned seat is forfeited and the next eligible candidate is offered it. Such candidates must submit original documents on the notified dates prior to the second round of online seat allocation and wait for the second round of seat allocation. Candidates who do not submit original documents are not eligible for the second round of seat allocation.

Implication: Only those who submitted original documents and had no hold on a previously assigned seat were eligible to participate in the second round.

Choice 4:

Not satisfied with the KEA allotted seat and having obtained a seat elsewhere, the candidate is quitting and will not be considered for allotment of seats in any subsequent rounds. Implication: If ineligible to participate in the subsequent round, there is no hold on the allotted seat, and the seat assigned previously will be canceled.

NOTE: If a candidate fails to exercise any of the above four options within the specified date and time through the KEA portal, the seat allotted to such candidate will be automatically canceled without further notice, and he/she will be ineligible to participate in subsequent rounds.

Original documents must be submitted in order to participate in the second round of seat allocation. It goes on to say that no excuses will be accepted if original documents are not deposited. The time and date for document submission will be announced on the KEA website.

Appeal to Candidates

Candidates may be able to choose seats in other boards or colleges besides KEA. Such candidates should be aware that those who have received an Allotment Order from KEA and do not join the allotted college or leave the college after joining will be considered to be seat blocking, resulting in the loss of subsidized Government Quota seats and an illegal gain to the Private Managements. In the merit queue, there are other equally qualified and meritorious candidates. KEA requests that such candidates surrender their allotted seat to KEA only and that such seat be offered to other equally qualified and meritorious candidates in the Second Round.

All candidates who were allotted a seat in the first round and chose options 2 or 3 as well as those who were not allotted a seat in the first round should undergo biometric verification and submit their original documents to KEA before the second round of online seat allotment on the notified dates. If a candidate does not exercise his or her option entry before the first round, he or she will be ineligible to participate in subsequent rounds of seat allotment.
